To address this challenge, two major intersections will be realigned to reduce traffic. Additionally, a new street will be built south of U.S. Route 422 and Penn Avenue, connecting the eastern and western north-south routes on either side of the central business area. Ultimately, this new street will become the Borough\u2019s main downtown &#8216;Business District,&#8217; providing access to more than twenty acres of undeveloped commercial land.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\"><figure class=\"sc_image  sc_image_shape_square\" style=\"````\"><img decoding=\"async\" src=\"https:\/\/bossforward.org\/wp-content\/uploads\/2022\/05\/Phases_Main.jpg\" alt=\"\" \/><\/figure><\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221;]<\/p>\n<h4>Phase 1<\/h4>\n<p>The Spring Market Center was redeveloped in 2010 as a 10-acre modern shopping destination with shops such as Lidl, Five Guys Burgers, Family Dollar, and more! As a result, the Spring Market Center generates tens of thousands of dollars in business tax revenue for the Borough.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\">[vc_images_carousel images=&#8221;110553,110554&#8243; img_size=&#8221;full&#8221; speed=&#8221;2500&#8243; autoplay=&#8221;yes&#8221; hide_pagination_control=&#8221;yes&#8221; wrap=&#8221;yes&#8221; css=&#8221;&#8221;]<\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221;]<\/p>\n<h4>Phase 2<\/h4>\n<p>In this phase, we completed the realignment of the western intersections of Penn, Columbia, and Cacoosing Avenues. This change improved traffic flow and reduced congestion in the business district, especially during peak hours. Although some concerns remain, it is a clear improvement over the previous layout and makes it safer for pedestrians and commuters to navigate the borough.<\/p>\n<p>Future changes include creating an alignment on Columbia Avenue for the Phase 3 connecting street.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\"><figure class=\"sc_image  sc_image_shape_square\"><img decoding=\"async\" src=\"https:\/\/bossforward.org\/wp-content\/uploads\/2022\/05\/Phase2.jpg\" alt=\"\" \/><\/figure><\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221;]<\/p>\n<h4>Phase 3<\/h4>\n<p>Next, this project will build a new street to connect parts of the downtown area. This new road is the key piece of the Boss Forward revitalization plan, helping to support long-term economic growth for the Borough.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\"><figure class=\"sc_image  sc_image_shape_square\"><img decoding=\"async\" src=\"https:\/\/bossforward.org\/wp-content\/uploads\/2022\/05\/Phase3.jpg\" alt=\"\" \/><\/figure><\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221;]<\/p>\n<h4>Phase 4<\/h4>\n<p>Finally, the last part of the plan will fix the eastern intersections of Penn, Shillington, and Mull Avenues. This step will complete the borough\u2019s overall traffic plan and ease the last major cause of traffic downtown. As a result, drivers should see smoother travel through the area and fewer delays during busy hours.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\"><figure class=\"sc_image  sc_image_shape_square\" style=\"````\"><img decoding=\"async\" src=\"https:\/\/bossforward.org\/wp-content\/uploads\/2022\/05\/Phase_4.jpg\" alt=\"\" \/><\/figure><\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221;]<\/p>\n<h4>Town Center<\/h4>\n<p>In 2012, Kautter &amp; Kelley Architects of Wyomissing created the first design for the New Town Center. Alcon Precision Instruments Company funded the project through a private community grant. The plan is designed to ease local traffic while also supporting a mix of businesses, homes, and recreation. This multi-use layout will create a walkable, convenient space for both daily needs and community life.[\/vc_column_text]<\/div><div id=\"second-column\" class=\"column-1_2 sc_column_item sc_column_item_2 even\">[vc_images_carousel images=&#8221;107551&#8243; img_size=&#8221;full&#8221; speed=&#8221;0&#8243; hide_pagination_control=&#8221;yes&#8221; hide_prev_next_buttons=&#8221;yes&#8221; css=&#8221;&#8221;]<\/div><\/div><div class=\"columns_wrap sc_columns columns_nofluid sc_columns_count_2 revitalization margin_bottom_small\"><div id=\"first-column\" class=\"column-1_2 sc_column_item sc_column_item_1 odd first\">[vc_column_text css=&#8221;&#8221; el_id=&#8221;p {color: red; text-align: center; }&#8221;]<\/p>\n<h4>Village Greens Redevelopment<\/h4>\n<p>The former Village Greens Golf Course is being redeveloped into three connected structures: an assisted-living facility, apartments, and a medical office building.<\/p>\n<p>The assisted-living facility is now open. It includes 60 independent living units, 51 assisted living units, and 20 memory care units.<\/p>\n<p>Of the 216 planned apartment units, nearly two-thirds will be single-bedroom apartments.
